    well one way might be…
    use the echo time filter to create a faux slow shutter, you can also create a vignette that has blurred edges.

    Pre-compose your final sequence and thend duplicate an instance over top the original and then add a round mask to the top layer, invert the mask, feather the edges, and then add a fast blur and remember to repeat edge pixels.

    you could also use a glow filter to give it that blown out look on some highlights.

    I would also recommend trying this.

    In AfterFX take your video layer and duplicate it (ctrl+D). Make the transfer mode multiply for the top layer. Then add a gaussian blur of 15-30 (I like around a 24) to the top layer. If the effect is too extreme you can lower the opacity of the top layer. You also might want to precomp the whole thing and play with the contrast/brightness etc. as multiplying tends to darken things. If your dream sequence is morose or not pleasant you can try totally desaturating the top layer for a bleach bypassy look. Or if your sequence is really upbeat and magical try upping the saturation.

    This in addition to the vignetting, glow etc. should produce a really nice dream effect.
