Alright I don’t have a ton of experience in Premier pro. I just bought a Gopro7 black with 4k. Took some sample footage and added it to Premier. I opened sequence settings and changed the resolution to 1080p. Checked maximum render quality ect..but the render always looks slightly blurry or not sharp. I understand its not 4k. However I’ve seen videos on YouTube in 1080p that look a lot better, really clear. Should I be using another program to downscale? Sorry if this has been answered before but I’ve tried searching and copied the settings I’ve seen from video tutorials, it just doesn’t look right.

    How are you seeing this?
I have shot years of 4K in RED, BMCC4K, Panasonic G4/EVA-1, and GoPro footage and never see this softness you are referring to.

    Need some examples, please.

There are some big holes in your process that would help if you filled in details.

You added your 4K footage into Premiere, good. What is the frame rate? You made a new sequence using 1080p and what are your other settings for this sequence?

Then you exported from Premiere or Adobe Media Encoder? – what were your export settings? What codec (h264?) used and file container (mp4, QT?)?

Be pretty specific in your sequence of events and we may be able to help you narrow down where the issue may be.
