    I processed a raw file two times to have two files —one for the highlight area, and the other for the shadow area.

    In PS CS2, how to combine both into one layered file?

    From raw I opened each one into PS CS2 and tried dragging one image onto the other while holding down Shift key, but they’re not clicking together. What can be done?

    Clicking and dragging should work. Not sure what the issue is there. A possible workaround would be to select the entire image, copy it, and then paste it into the other image.
