That’s what the release notes claim. I have an NVIDIA CUDA card so I can’t say for sure but I have no reason to believe that it doesn’t work.

No, it only accelerates Sony AVC rendering.
Having said that, OFX plug-ins like Boris RED 5, Boris Continuum Complete 7, and the GenArts plug-ins will take advantage of OpenGL to accelerate the preview of their FX so you do get a preview boost from a good graphics card if you use any of these plug-ins.
I just moved from an NVIDIA 9800GT to an NVIDIA Quadro 4000 and I noticed a definite improvement in BCC7 working with 3D Extruded Text objects during preview.
