    No, not that I know of.
    To find a keyboard shortcut, press ‘option-H’ to open the Keyboard Layout Window and then just click on the search field – all available commands and keyboard shortcuts will be listed.

    There isn’t a disable/enable video track shortcut, but there is a enable/disable video clip shortcut which is ctrl+b if that helps.

    I agree with Jeff. I use ctrl+b all the time!!
