    I set up a new project in Avid Xpress Pro HD 5.1 as a “24p” project. My Capture tool does NOT give me 1394 as an option, just S-video, composit and one other.

    When I close that project and move over to another project which was set up as a “normal” 30 fps project, my capture tool gives me the 1394 option and I can digitize my 24p tape no problem (shot on a Panasonic DVX100a)

    Why won’t my 24p project give me access to 1394 so I can import my 24p footage?

    Because you need to be in a 23.976 project type. See long thread below about differences between 23.976 and 24. In the case of DV, the video is really 23.976 with 48kHz and a 24p project expects 47.952kHz in order to pull up to true 24fps.
