I have been reading and testing to figure this out, and I don’t understand…is there a difference between a saved search and a smart folder?

A smart folder continually updates as files that match the selections criteria are created and destroyed. A saved search is static and has to be run every time to get the answer. Generally you want to use smart folders sparingly because they can take up a lot of resources.

Smart folders can be particularly useful in Mail.app.
