What device/s and hardware interfaces should I be looking at for VHS and film digitizing into MC?

Depending on your VCR player,find an IO with SD analog or S-Video. Something like this:
https://www.blackmagicdesign.com/products/intensityFor film, well that is a whole other price point and is best handled buy a service facility that can transfer to HD files or scan to frame based format like DPX. Or for $30,000, but a Cintel Scanner:
