I am trying to get a look similar to the one here at :37, where the text deteriorates as it scrolls across “This isn’t right. The three little pigs are the victim”. By the time all the text is all typed on, it looks soft and degraded like film bleed. ?

Looks like a combination of the roughen edges effect(creates deterioration over time) & glow.
