Please correct me if I am wrong.

If you resize, 1080i to 576i, you have to de-interlace.

If you set project property to a DVD template, and use pan/crop to match output, you will not have to de-interlace, as you then crop instead of resize.

    Or…?

I don’t know what Vegas does under the covers, but it would seem logical that deinterlacing before resizing is, in general, a good idea. But I think Vegas takes care of this for you as I’ve never deinterlaced my 1080i footage when going to 480i and it looks great on DVD.

So you set de-interlace to “None”? And use “Match media” (HD) as project property?

I’m not sure I understand the full question. You never want to set deinterlace to none if your footage is interlaced. If you use “match media” it will set the project up properly including the interlace settings. If you want to deinterlace you would have to render the footage as progressive and then resize the rendered footage. You could also try using Mike Crash’s Smart Deinterlace filter on the footage which should deinterlace it before the resize as well (perhaps a better approach). I have never done either of these and just render 24p DVD’s from my HD 60i projects and Vegas seems to do the right thing.
