Hey, im sure there are some proper technical terms which would make explaining this easier but i dont know what they are…

Basically what i want is to have two videos on the timeline.. 1 which has a person moving in… now i want to cut out the person and place into a new video so it looks like the person is moving against a different background.

The two videos i have are not green screen and they have are already existing video footage.

    Can you help?

This is extremely difficult and requires hours and hours of tedious rotoscoping. After Effects CS5 has some tools to automate some of this but with Vegas you will need to do it manually. This really should be done properly with a green screen and chroma keyer.

Basically what you need to do is go into Pan/Crop and use the Mask tool to draw a mask around the person. Then frame-by-frame you must add a keyframe and move the mask as they move.

Google “after effects cs5 rotobrush” and you’ll find lots of videos showing you how to use the new RotoBrush tool in After Effects CS5.
