CS5 Pen Tool Grayed out
For some reason, whenever I try to use the pen tool on a JPEG or a PNG to create a mask, the pen tool is grayed out. Also, when I go to Layer at the top, everything is grayed out. I don’t understand what I’m doing wrong! Please help guys!!

It all depends on what is selected. Is the desired layer selected in the timeline?
