You just need a hand-written font and a texture or photo of paper. Put the paper in your comp and type onto it in AE with your brand new hand-written font.

If you do a google search for free handwriting fonts you will find a bunch of good ones. And for free paper textures, just go to your favorite stock photo site such as the Stock Xchng.
