There are presets/plugins you can get that will create those looks. Also I’ve done a few myself that I’ve uploaded.

If you type “BadTv” into the effects and presets, there are a few that you might be able to make work.

Take a look at making a hologram from Aharon Rabinowitz, some good techniques you might be able to adapt:
