Cropping the frame
I shot DVCPRO HD 720PN footage with HVX200. The camera itself shoots 1.78:1 ratio as in 16:9 format. I shot all the footage with 2.35:1 framing in mind. Now i cant change the ratio or rather crop the extra bottom & head using Premiere. Please help…..

Is your final export going to be 16:9 with 2.35 letterbox?
If so, just put the file attached on your top layer all along your timeline to mask the extra footage.

If you want the actual output file to be 2.35/1, then you’d need to make a custom sequence setting.
You should start with the DVCProHD setting, as the non-square pixel framesize is 960×720. Then make a custom sequence and unlock the aspect ration and I’d change the frame height to 544 (the number crowds 545, but 544 is divisible by 8, which is a good practice for distribution codecs to handle properly).
Then, when you put your clips on the timeline, you should be cutting off the top and bottom…though you may get a red line as the footage isn’t actually “native” any more…
