    I am trying to crop to a certain pixel size of 631×348. The only way I can seem to do it is by manually dragging the crop tool. Is there a way to enter the dimensions of my crop and then move the window once I have it sized to crop the area of the photo I want?

    Yes, Make sure the image is a layer, not a background, go to Canvas size under the image pulldown menu, change it to the size you want it and then you will be able to drag you image around to where you like it, than flatten.
