    This is going to be a tuff one to explain.

    At the end of 300 Miles to Graceland before the big showdown there is a scene where the character of Kevin Conster is waiting for his partner (Pilot).
    In this scene the “effect” looks like it is jumping or skipping frames.

    Is there a good way to create this effect within Final Cut Pro?

    You might try the blink or strobe filters, in the “Video” folder.
