    A new client need’s a 230 * 120 px banner ad which will change text over a period of 6 seconds.

    Is exporting a composition from AE a logical way to do this, or does AE not provide an “optimal” swf?

    If not, what would be a better tool to use to create a small but good looking SWF file?

    If you’re just working with text layers, this should work fine. Other kinds of layers (and any effects) can force After Effects to rasterize the result and give you big SWF files. See this page.
