Just as the title implies, my company wants me to start creating a library of short 3-5 clips of the stuff of videoing.

So, stupid question. If I shoot a clip, see a section I like, can I just splice that section and save it? Or do I have to render it out?

    You can make a subclip.

Subclips will work if this is an on-going Veg file and all you want is to keep a reference to it.
OTOH, if you want to store the clip on a hard drive or company server and file it away for future use, you will have to render it, preferably in the original format to maintain quality.
