I’m a little late at this party, but nevertheless:

The product you need is this one:

But it was written with a completely different background, and needs some modifications for your work.

For the work described i’ve already made something in the past that was never finished, but it was the base for this thing.
(The original order was for something to slave TC to decks for offlining RED material, but the principle is the same.)

A bit on how it works:
The app does NOT generate LTC. It just pastes a wave LTC track into another QT clip.
It will be very easy to alter the app so it reads the QT TC and puts in the correct LTC.

For Jeremy, AUX TC as described in the FCP aux TC reader is the QT aux TC. Not to be confused with Audio TC (LTC on an audio track, conveniently also called AUX TC.
(So my app can add a second TC track with an attribute set slightly different.
FCP supports up to 3 TC tracks per clip. (normal, aux1 and aux2)
Right click the TC window and you can display them IF IT IS PRESENT, of course you can also display them in the bin.)

Last but not least:
If you want stereo output AND ltc, you need a card that supports more than 2 channels on output, and have to map everything.
For this i don’t have a solution. Perhaps there is a board that does this, but i’m not into hardware that much.

If it’s just a show every now and then, you could use the (free) audio files that are downloadable at the Clapperboard page, and edit them in yourself. They are 24 hour, start at 00:00:00:00.
Don’t let the download size fool you, after unzipping they are over one gig!
Note that they are 8 bit 16 Khz so perhaps you want to upsamle them.

Heck yes. Back when QT 7 was introduced, more than 2 channels of output became a reality. Kona’s will do up to 16 channels out.
