    Hello all, I’m still kinda new to the Photoshop world, currently my skills are limited. But I saw this effect on a music video and I’m stumped on how they did the effect. I thought it might have been a video filter, or a filter they added in Photoshop.

    Can someone check out this video and see if they can figure it out. Theres one about 20 seconds in which looks like a film effect with a border frame or something and a strobe like look. I want to try and create something similar to that border like matte for a 16×9 project. Let me know. Thanks.

    You can create a black layer, apply a mask and erase the middle part with a custom brush. Save it as a PSD and import it in your video project.

    The strobe effect is not made in Photoshop. Old film look is a popular effect in video editing software. Many of them have some filters bundled. Where are you editing your video?
