Is there a way to simply copy a sequence from another project / drive to a new project / new drive without PP duplicating files and folders and not linking properly to Proxy files? I want to link every shot in my sequence manually without PP automatically importing dupe folders.

If it’s a new project without these clips already existing in that project panel, then the answer is “no.” Premiere Pro doesn’t allow a standard project that only includes a sequence and no clips. You might want to check out the workflow using Productions.
