What is the best method of converting NTSC widescreen to 1280 x 720p?

When I drag the original file onto the time line (720×480, 1.2121, 29fps, interlaced), the scan lines are very bad and the color is blocky where the color begins and ends (especially red). There is also vertical jagged edges and downward streaks in the chroma.

I’ve tried virtual dub and smart deinterlace which works OK, but overall the results are poor (although the color blocking is much better).

I’m using Vegas 12 and I’m no amateur. But I don’t think Vegas is capable of accomplishing this goal with good quality. Is there another application or plugins that will resize, deinterlace and sharpen the video, and output it into a lossless format for editing?

I have boris red 5 but it’s so complicated and abstract it’s practically unusable.

    Thanks,
    Steve
