  Converting GIF to SWF

  I’ve made some GIFs on Photoshop and looking to convert them to SWF files.
  The GIFS are roughly around 20kb each. I need to convert them to a SWF, and the file needs to be 40kb or less. Everything I’ve tried doing results in SWFs that are 150kb or more. How can I get this done to my desired size.

  I’ve tried opening and exporting in Flash, and Fireworks.
