Converting 30 fps video to 24 fps results in slight stutter

I have a 30 fps Prores video that I am encoding to 24fps NotchLC.
The problem is that on playback on a 24 fps timeline (TouchDeisgner) there is a slight but noticeable regular stutter.
Can someone explain this and is there a way of getting perfectly smooth 24 fps playback from a 30 fps video?
