    Hello and sorry for bringing this up- I am sure this question gets asked every few months.

    I purchased stock footage that is 29.97 fps and need to fit it into a 24fps timeline.

    Clearly have to use TC, perhaps the reverse telecine or simple conformation?

    Also is there a further step (e.g., plug-in) required to complete the process, to make it glass smooth?

    If you want quality you need to do it out side FCP.

    Options – Compressor with Frame Control turned on. (reverse telecine only works on footage that WAS 24p and then had 2:3 or 3:2 pulldown added to make it 29.97)

    The process is not quick to get quality but you convert the footage before you bring it into FCP. In this case quality means encoding time.
