Can this conversion in After Effects by Richard Harrington be done in Premiere Pro CC or After Effects only?

if you drop your 23.976 clip into a 29.97 timeline then Premiere will add the “3/2 pulldown” automatically. you will know this by looking at your timeline on a broadcast monitor and you will see 3 solid frames and 2 “jitter” frames.
