Can someone explain to me what it means to convert from HD to DV, why you would want to do that (is HD not compatable with something?) and is it as simple as choosing a DV preset at export?

Not many people have a HD/BR DVD burner to burn to or the authoring application to support that and even fewer people have a HD/BR DVD player AND a HD TV.

It makes more sense to deliver in a format that people can play.

So is converting HD to DV as simple as choosing DV at export? And not like the complications there are say like converting NTSC to PAL?

Yes. Just export to MPEG2-DVD with AME, import into Encore and there you go. There are different workflows that may keep the quality a little better, but those are more elaborate.

You may find better results with down converting to DV in the camera while capturing.
