PP2 offers output to Flash. I can try some experiments, but I wonder if any one has had much experience in using Flash in this way, how it differs from other web-based vide applications in term of clarity and quality?

well, I prefer the Flash import method, you have a few more options there, but that means exporting uncompressed from Premiere first. That mean time and space requirements.

As far as quality goes (700 Kbps in my case), it’s the same compressor so no changes there. Of course, it would be quicker to just export to Flash from Premiere.

So, can PPro 2 import flash files?

I don’t believe so, although I never tried it.
