Confirmation of workflow
I’m putting together a multicam shoot and this is going to be the first time I’m using the Panasonic HPX3000 cameras. The Producer/Director cannot settle on a framerate. But he has narrowed it down to 1080p 30p or 24p.
We will be bringing in the footage and editing in whichever frame rate it is shoot in. But they want flexibility on final mastering. So my thinking is if they go with 24p they have the most flexibility since the Kona 3 can output these out at 1080p/30p or 1080i/59.94 or even 720p/60 or 24.

That will work just fine. Does he want the “film look” or not? Why is he stuck on frame rates?

They do like the the film look of 24p and there is a slight possibility it will go out to film (although it is a TV show and I don’t see why/how this would ever be turned into a film) but they do want to make sure they can master at 59.94.
I don’t have any footage to test out but I did make a 1080p/23.98 timeline and just dropped in 1080i/59.94 footage and then rendered it to test.
If you want 29.97p or 59.94i from your 23.98p timeline you just set the Video Playback to Kona AJA 1080p29.97 or 1080i29.97 and then the pulldown is added on the fly?

They won’t be able to output 30p, only 60i (24p with pulldown). You can do 720p60, yes. 720p24 cannot be delivered to tape, only 720p24 with pulldown which makes 720p60.
SHooting 24p also allows pretty decent and easy conversions to anything PAL. 24p would be my recommendation.
You should make sure your drive system will handle 3 1080 ProRes streams. Shooting 24p will require less bandwidth. The 3000 is a kick ass camera, by the way. It looks great. Be sure to shoot AVCIntra-100

Yes. You cut in a 23.98 timeline, and set your Audio/Video output in FCP to 29.97. The Kona does all the rest.
