Friend needs a computer for doing Premiere Pro video work, nothing major just training videos and such for his software company, but he also does large graphics work in Photoshop with files that might be 30Gb or more, which take long time to render on his current setup. His normal rep recommended the HP setup below, but at first glance I saw 7200 drives and know SSD would be better choice. With about a $3k budget, what type of CPU / Dual CPU setup, RAM, GPU, etc. would be best for his type of work?

I’m going to build this for him, have used Corsair case/cooling, and Asus MB, etc. in the past.

    THanks..

You could get an I7 Processor with 3+Ghz.
Upgrade RAM to 24-32GB if not 48GB
256 or 500GB SSD for OS, Apps, etc.
7200RPM 1TB HDD for media and project files
5400 or 7200RPM HDD for backup of media/project files that you can keep in another location if possible for best safety.
Your graphics card (GPU) should be CUDA compatible to take advantage of the Mercury Playback Engine.

    Best regards,
