Absolutely not! Broadcast safe, whether a function of proper manual color correction or the use of a filter, is never automatic. It always requires user intervention of some sort.

I would be exceedingly annoyed if any Compression program changed levels on anything.

If there was a broadcast safe option to select on Compressor, that would be fine, particularly if it actually worked. However, anything for broadcast should be properly graded and legalised long before you get to the export file stage.

Agreed!!!

It’s bad enough that some of the compression codecs seem create gamma shifting, but nobody’s perfect.

But, depending of the export format, you can get a clipping of all the illegal values.
When you make an MPEG-2, DVD compliant, you get that “hard legalization”.
