compression artifacts (I think)

I have an issue that is causing me to lose what’s left of my hair. I’m using PP CS6 to edit video footage shot at 1080p 23.976 fps. I’m editing and exporting using those same settings.My exported files look great when played back on my computer. However, when watching them on my LED tv compression artifacts appear around some characters. I say in the title of my post that I think that’s what they are because I’m really not sure. They appear like ghostly squiggles around the edges of some actors some of the time. Mostly when people are moving quickly side to side. As I say none of the artifacts appear when viewing on my computer and none are visible when viewing the original footage on the computer or tv.
I’ve been working on this movie project for over a year. I was planning to submit it to festivals starting next week but I can’t send it if people are going to be seeing these artifacts when they view it. Any ideas what may be causing this? I’ve tried many different export settings and everything else I can think of to get around this, even resorted to cutting some shots where I was seeing these artifacts. But I can’t do that for every problem shot. It’s doubly hard to get a handle on this when everything looks great on the computer. Could it be the tv? And if so, does that mean every selection committee at every festival will be seeing these artifacts if they view the movie on a tv? How can I be sure they will or won’t? ARGHHH!
I’ve been wrestling with this for weeks, searching everywhere for possible solutions with no luck. I’m out of ideas. Any help would be appreciated. Thanks.
