Comic booking bad footage
Hello,
Is there a relatively easy effect to make bad video from the 70’s look like a comic book? More specifically a style similar to ROY LICHTENSTEIN / dotted / Photoshop Duotone. Any advice would be truly appreciated.

The Cartoon effect is a good place to start.
