I am working on this tutorial

    https://www.lunacore.com/photoshop/tutorials/tut009.htm

and it is telling me to make a white inner shadow for an effect. The problem i’m running into is that whenever i tell the layer style that i want to make the shadow a lighter color than the fill color of the circle i don’t see any shadow at all. I tried filling the circle with black to see if it would show up then but it still doesn’t. i can see black and darker colored shadows fine but not the white. am i missing something?

Yes, you need to make sure the blend mode is set to Normal. By default the Shadow style’s blend mode is Multiply, or something of the sort. Change it normal and colors will behave as you expect.

On this note, if you master blending modes, you will master Photoshop.
