    I have an image, when I sample the color it is R36 G25 B35.
    After exporting the image as a JPG and opening back up in Photoshop the sampled value is R35 G24 B35. Why is the G changing by one?

    Try using Save for Web Command.

    You may also want to check your Color management Settings

    jpg is a lossy format, and a small change like that is part of how the file format works. Try saving as .psd and your color values should remain the same.
