In TITLE TOOL, use the rectangle, drag it out to the full screen, change it to any colour you want, save as, then edit it into your timeline.

Or open the Title Tool, turn off the Video button at the bottom middle of the title tool, and set your background color to whatever you want.

Title tool is the quickest (other than dip to or from color, of course) but I always just make what I need in Photoshop. It stays open in every session anyway.
