I have footage shot on HDV, and digitized in FCE HD with the AIC codec. Now that the sequence is edited, I now need to go to AE 6.5 to add some stuff (chroma key and other FX) then render out a new movie – resized within a 720X480 space to write to DVD, as the usable image space needs to be 720X354. Which codecs will work best for the highest quality?

It is best to use a 4:4:4 codec for this kind of lossless transcoding. Annimation is a 4:4:4 codec, but the file sizes are large and you wil have to bring everythign to a 4:2:2 codec to output the final file. You can always do everything in Annimation and then place that into a 10-bit uncompressed sequence to transcode the DVD.
