Is there any way to keep the cloth material for a particle generator?
ie: Money falling from the sky and waving around and bending…

Or would my best bet be just to individually animate say 20 bills?

I did this in Maya a while back. I created only one bill (dollar scans mapped to a plane of the same dimensions). Then I added a simple deformer to make the plane curl back and forth a little bit. Then set up the particle system to make the bills move the way I wanted. Then instanced that one bill to all of the particles BUT with a cycle offset so it randomly started my animation loop at different times. I also added random rotations. In the end, it looked like a bunch of dollars flapping around as they blew in the wind and fell to the ground. All from one bill animation.

It even looked good when I had the deforming off, just the lot of them flipping around sold the trick, but the deforming edges help add some more realism.
