Norman,
I have a lot of experience with captioning video for the web and on DVDs in a higher education setting using the Sony products. Here is an example of a short online captioned video:

World Caption, a Quicktime open source captioning application developed here at UW-Madison is mac only, but I’ve used it quite a bit after rendering in Vegas and it’s pretty easy and quick to use. It’s free and can be downloaded here:
