    Now do to the new law we have to close caption everything. (I’m not broadcast – retired and helping part time for FEMA) All I can say is what a mess. I need to have CC that can be turned on-off as needed. Is there anywhere that gives good step by step instructions. I’ve tried QuickTime Pro. The captions are on all the time. I need them as a lower third with the ability of being turned on and off. I’d like to do it in FCP.

    Of course there is no budget to do this.

    Really appreciate any – ALL assistance.

    I should say, all I need to do is create the CC video, output the file as Quicktime, then convert to WMV and FLV files to be run on the FEMA web site – WMV and FLV are all that is allowed.
    Using:
    FCP 7.03
    trying out MovCaptioner
    General use Aimersoft for conversions

    If you have no budget, better make sure you have lots of time.

    Output captions for FLV is Timed Text, an XML variant.
    Output captions for WMV is SAMI, a bit HTML alike.

    Subbits can output both (and a lot of other formats as well)

    It is NOT free, but will save you lots of time if you have to do more than a few titles.

    If it’s just a one-off, find a company that does this for a living, give them a VERY GOOD transcript and let them handle it.

    Or, be prepared to be busy for the next week….
