Circle thing in the Pan/Crop tool

It changes the rotation point of whatever event you’re working on.
For example, if you wanted to rotate it starting at the top right corner instead of the middle, that’s where you’d place the little circle.
Try it and see what happens.
You can always do a right-click and choose Restore afterwards.
