    Use a duplicate of the layer (or more specifically the lights that are supposed to glow) and put it on top of your normal layer using blendmodes such as Add or Screen. Animating opacity should give some good results. Of course you can use additional glows as well.

    I’d create a lit version and an unlit version in photoshop, then with glow applied to the lit version, I’d place all your lit bulbs over the top of you lit ones, then by either using Strobe or manually setting the opacity keyframes for one lit bulb layer, you should be able to use a simple expression to duplicate and delay the effect to your others, or you could manually copy-and-paste the keyframes to the other lights.
