changing the value on multiple key frames simultaneously
I have layer with about a hundred keyframes for “Scatter” in the CC Star Burst effect. I would like to lower all of the keyframes by a certain amount. Of course, selecting them all and then scrubbing the value down does not do the trick — this just creates a new key-frame at the current position.
Is there anyway to change the value of multiple key-frames in an effect as a group?

What you described should work: selecting multiple keyframes and dragging the property value. That is described here.
I prefer to manipulate multiple keyframes in the Graph Editor, as described here.
