    Is there a way to change the default fade length of a dissolve?

    I have say 20 clips that need a 1 sec dissolve between them rather than the standard 5 seconds and would rather not have to individually change each fade’s length manually.

    Yes, under edit>preferences>general you can change the Video Transition Default Duration. You can also set it for audio as well. In seconds as well as frames (i.e. 1 second or 24 frames)
