    Helo, in after effects

    1. I create a comp with 30fps,
    2. then I import a file sequence at true 30fps as 24fps using interpret footage -> main -> assume this frame rate

    This makes what I want, except it makes duplicate frames. Any way around it?

    Any reason not to make the comp itself 24 fps?

    Dividing (or multiplying) the frame rate with an integer, making it 15 or 10 fps, is a better option visually. You could try using pixel motion frame blend to attempt to create in-between frames, but that is rarely flawless.
