    Normally as long as the play head is at a cut, and the track is active, you can hit ctrl+D to apply default transition.
    Now it seems the two clips need to be selected. Is that the new normal?

    On the plus side you can select many clips and apply the transition to all selected cuts with one click, which is handy.

    Behavior has not been changed. Did you target the track?
    Select many clips and add transition has been around since CS6. (add default transition to selection)
