I have Sony Vegas Pro 12.0. I sometimes cut clips using the S key. Today, for some reason, the program is not recognizing the S key. If I close out of the program, that usually fixes it.

Any idea why this would happen?

You can’t cut clips on the timeline because there are no clips on the timeline – only events.
If you accidentally hit CAPS LOCK, then the “S” key won’t split events.
