Can’t compress Mpeg to the right specs

Hello!

I’m working on this promo video for a theatre company and have compressed it in different formats for all the different places that is being shown. No problems so far.

Well for the last one I had to do, they sent me these specs:

Format: MPG 1 or MPG 2
Max. resolution: 640×480
Max. bitrate: 4.000 bit /sec
FPS: 25

I use an uncompressed avi file rendered from AfterEffects and I use Adobe Media Encoder for compressing to Mpeg. (Although I have tried other converters too)

So I sent the video but it wouldn’t play, played a bit with settings sent a second version same thing.
So I asked for one of their previous videos that plays well on those screens and they sent me one with the following specs:

I have no idea how to do this. The aspect ratio of the video is a bit wider than the usual 4:3 but it’s not as wide as 16:9 and I have never seen it before.

Any ideas how to do this?

I work on Windows 7 Home Premium version 6.1

Adobe AE Cs5.5
Adobe Media Encoder Cs5.5

I’m also trying different converters like Movavi 10 etc
