Can’t click and drag to change an effect value using wacom tablet

Premiere has been like his for several versions. I filed a bug report into the black hole of Adobe at one point. Unfortunately, I can’t update my Wacom driver because my tablet is too old.
Wacom works fine with everything but Premiere.

I keep a wired mouse plugged in just for Premiere.
